NEEDHAM -- May 26, 2026, Charles River Public Health District approves its FY27 budget 4-0 and flags state legislation threatening local health authority. The four-town shared services district, covering Dover, Medfield, Needham, and Sherborn, balanced its spending plan by reducing the administrative fee paid to host agency NEDA to $325,000, correcting an accounting error that had inflated projected nursing costs using prior-year CTCI grant funds. Tim McDonald, Director of Health and Human Services, warned the board about two identical state bills, House 5271 and Senate 2999, that would bar local boards of health from adopting tobacco regulations stricter than state standards, noting they are sponsored in part by the New England Convenience Store and Energy Marketers Association and have advanced further than expected. He also described the READY Act as a potential limit on local septic authority for accessory dwelling units. Medfield's Board of Health unanimously passed a nicotine-free generation regulation effective January 1, with six current tobacco retailers affected.
