Commission orders Mallard Road plantings restored

Needham conservation panel orders Mallard Road landscaping restored after developer mix-up. The Conservation Commission voted unanimously to require homeowners at 27 Mallard Road to restore 658 and 489 square feet of wetland mitigation plantings, DEP file 234-909, and record a perpetuity letter at the Registry of Deeds. The homeowner, addressed as Julia, said the builder, Ballast Construction, never told her the plantings had to remain after the certificate of compliance issued: "We are people... we plan to live here for many decades to come." Separately, Needham Housing Authority Chair Reg Foster told the commission the $4 million CPA-funded, roughly $20 million Seabeds Way rehab needs a continued hearing to September 24 over utility-pole tree removal near a wetland retention basin.

The panel also closed and approved a demolition-rebuild order of conditions for 63 Winfield Street and opened a hearing on wetlands bylaw changes that would add vernal pools and 491 riverfront parcels to local jurisdiction.
