Needham advances Warner Field construction agreement and unveils new pickleball court, skate park design.

TOWN -- The Public Building and School Building committees heard from town officials that state regulators want oversight of plans to use Warner Field as a construction staging site and for geothermal wells tied to the Pollard Middle School project, facilities liaison Katie King told the committees July 27. The Massachusetts Executive Office of Energy and Environmental Affairs indicated that while temporary lay-down space at Warner Field would not trigger the state's Article 97 open-space protections, the planned geothermal well work would, King said. The Needham Conservation Commission voted unanimous approval on July 23, and the Park and Recreation Commission followed with a unanimous vote the next morning, both required under Article 97. The two commissions also signed off on a memorandum of agreement guaranteeing that Warner Field will return to play within five years and requiring quarterly project updates to the Park and Recreation Commission. The town's next steps are placing articles before a special town meeting in October, followed by a home rule petition that needs two-thirds approval from the state House and Senate and the governor's sign-off.

COMMUNITY -- Landscape architects from Weston-Sampson presented an updated design for new pickleball courts and a skate park at Needham's Action Park at a July 30 community meeting, the project's second. The plan calls for five pickleball courts separated by four-foot dividers, with a 12-to-14-foot fence along the edge bordering the softball field to keep balls from crossing into play, plus an expanded parking lot, added tree plantings and stormwater rain gardens. The skate park is planned for the site of a former quarry, with a pump track proposed as a future phase pending additional funding; conduit for future court lighting will be installed, but lighting itself is not funded in this phase. Designers said they hope to return with a final concept in September, with construction funding to go before town meeting next spring. Parking capacity drew debate at the meeting, with residents and Recreation Department staff noting existing spillover parking on softball game days, including for the high school's JV and freshman teams and summer league play at the site.
