Needham Planning Board backs 888 Great Plain Avenue rezoning 3-1 for mixed-use development
NEEDHAM — March 31, 2026 — Needham Planning Board votes 3-1 to recommend rezoning 888 Great Plain Avenue for mixed-use development and defers contested large-house floor area ratio rules to fall. The board, meeting Tuesday at the PSAB building's Charles River room, endorsed three citizen's petition articles filed by property owner Jay DiRenzo and his attorney George Senta Jr. that would extend the Center Business District and Needham Center Overlay District to the 23,111-square-foot former Hillcrest Gardens site, enabling a proposed three-plus-one-story building with 26 apartments, three ground-floor retail spaces, and 43 underground parking spaces projected to generate more than $67,000 in annual net fiscal benefit to the town. Chair Arthur Crocker cast the lone dissenting vote, saying he could not support the articles without a written commitment from DiRenzo to provide at least 12.5 percent affordable units — the petitioner has verbally pledged 15 percent, above the overlay district's 10 percent floor — and directed staff to bring the matter to the town manager before the May 4 town meeting. On the separate large-house articles, the board reached unanimous consensus to advance setback-averaging and side-yard height restrictions to May town meeting while pulling the more sweeping floor area ratio and lot-coverage restrictions, with board members citing unresolved data questions and insufficient internal consensus needed to defend the formula at a town meeting requiring a two-thirds vote.
