Planning Board · Meeting of October 20, 2026

Needham's Planning Board directed staff to draft screening, lighting and parking conditions for a Chabad special permit at 1195 Central Avenue. Town Counsel Chris Heep told members the Dover Amendment limits the board's ability to shrink the project but allows reasonable conditions for neighborhood impact, warning that the Chabad's reliance on 81 off-site school parking spaces rests on an informal, revocable license: "What happens if 81 spaces are no longer available to the Chabad for some reason?" Member Oscar Mertz proposed a trellis-and-ivy screening plan he called "actually beautiful." The board took no vote, setting a Nov. 4 session to review a draft decision. Separately, members approved three unanimous "no comment" votes on Zoning Board of Appeals cases and opened a work session on floor-area-ratio zoning reform, complicated by a new state law letting nonconforming structures expand by right.
