Needham's Planning Board continued its Chabad Jewish Center site plan review without a vote, split over how far the Dover Amendment lets it limit a project members said runs roughly 183 percent over the allowed floor-area ratio. Member Artie Crocker said "this project is just too big for that particular property," while Adam Block countered that further shrinking the closed design could amount to unlawful "constructive denial" of a protected religious use, citing Hume Lake Christian Camps v. Planning Board of Monterey.
Eric Greenberg flagged a parking conflict over a shared Newman Elementary School lot MOU, where the superintendent has offered 81 of roughly 224 spaces. The board will seek Town Counsel's guidance and resume the discussion October 20. Separately, the board agreed to send two large-house zoning warrant articles to the October 19 Special Town Meeting despite the Finance Committee withholding endorsement over a missing financial analysis.
