NEEDHAM — The Needham Finance Committee voted 7-2 to recommend adoption of the town's first bylaw regulating private tree removal tied to major construction. Presenters Gabby Queenan, Heidi and Molly outlined a $300-per-diameter-inch mitigation fee for protected trees removed during permitted construction, with staffing costs estimated at $19,422 to $36,686 a year for a part-time certified arborist. Member Steve opposed the measure, saying he had "a philosophical issue with placing a burden on an individual homeowner that I won't also place in the town itself." The committee separately voted unanimously to back a $1.4 million intersection safety project at Central Avenue and Great Plain Avenue and a traveling meals revolving fund change, while postponing a vote on a park and recreation revolving fund expected to hold roughly $1 million annually.
Resident Barbara McDonald opened the meeting warning that the town's $247 million operating budget could outpace revenue once Pollard Middle School opens.
