NEEDHAM -- June 8, 2026, Needham's Housing Oversight Committee heard urgent news about a threatened federal subsidy program at its June 8 meeting while receiving progress reports on two affordable housing developments. Betsy Collins of PBD Properties told the committee that HUD terminated the Restore Rebuild program on May 12, leaving the 76-unit Linda Street project with a single chance to remain grandfathered in the program by securing state Executive Office of Housing and Livable Communities funding this cycle, with announcements expected in August or September. Collins explained that per-unit development costs of approximately $855,000 reflect Davis-Bacon wage premiums, $2.5 million in resident relocation costs, nearly $960,000 in operating reserves, and infrastructure sized for a full 136-unit buildout being funded at 100 percent in Phase 1. On the Seabeds redevelopment, Matt Zajac of the Cambridge Housing Authority reported that general contractor Colantonio submitted a final bid of $12.2 million against a $12.8 million estimate, with savings channeled into a direct solar system purchase, and projected a realistic construction financing close of late August 2026. The committee voted unanimously to approve a $6,877 disbursement reimbursement for an electrical assessment of the Seabeds property and authorized the chair to submit a letter to state funders describing the committee's oversight role and Needham's approximately $10 million financial commitment to affordable housing, a figure consultants described as unmatched by any comparable Massachusetts community.
