Needham Planning Board Elects New Chair, Advances Parking Overhaul and Self-Storage Permit

NEEDHAM -- May 19, 2026, Needham Planning Board seats new leadership and hears sweeping parking-code overhaul proposal. At the May 19 meeting, members unanimously elected Justin as chair and Adam Block as vice chair before approving two site-plan decisions: a revised special permit for a Cabbage Street self-storage facility, with an employee cap raised from two to three, and a de minimis unit reduction at the Wingate project, from 63 to 61 units, preserving all nine affordable units. The board then received a presentation from Michael Clark of Stantec's Urban Mobility Group, which has studied Needham's parking standards since November under a statewide contract expiring June 30; Clark reported that Needham's minimums exceed even the Institute of Transportation Engineers' conservative national benchmarks for office, restaurant, and retail uses, and that peer suburbs including Lexington and Wellesley operate under lower standards in their downtowns. Stantec's draft recommendations propose a two-zone parking minimum system, by-right shared parking credits, an expanded in-lieu payment option, and transportation demand management requirements scaled by project size. Member Adam Block flagged that the in-lieu fee, previously set at $7,500 per space, may not compete with the waiver process if professional costs to obtain a waiver are lower, while member Artie argued any parking fund should finance a revived town minibus rather than structured parking.
