Needham Planning Board Targets Fall Town Meeting for Large House Height and Setback Rules
NEEDHAM — June 2, 2026 — Needham Planning Board targets fall 2026 Town Meeting for large house height and setback zoning changes. At its June 2 meeting, the board reached informal consensus that height and setback amendments are sufficiently developed to meet an August 4 zoning transmission deadline, while floor area ratio and lot coverage changes — requiring additional public vetting and expert input — will target a spring 2027 Town Meeting. Chair Justin McCullen said the board would work with planning staff to schedule public hearings beginning in early September, acknowledging that "we shouldn't be doing public hearings in August." Town Counsel has confirmed the amendments require a two-thirds vote at Town Meeting. Board member Oscar presented attic survey data showing that homes on smaller non-conforming lots averaged 49 percent of second-floor area as attic space, compared with 36.5 percent on conforming lots, with some individual cases reaching 92 percent. The board also unanimously endorsed an approval-not-required plan for 321 Cartwright Road, subdividing a roughly 555,000-square-foot town-acquired parcel to add land to the Ridge Hill conservation area.
