Needham Planning Board Unanimously Rejects Affordability Mandate for Senior Housing District

NEEDHAM -- May 4, 2026, Needham Planning Board rejects affordability amendment to senior housing district ahead of Town Meeting. The board voted unanimously Monday to oppose a proposed amendment, brought by registered voter Ken Buckley on behalf of petitioner Barbara McDonald, that would have imposed a 12.5 percent inclusionary affordability requirement on independent living units in the A2 senior housing district, the same standard applied in most of Needham's multifamily zones. North Hill Needham's attorney argued the requirement would make the facility's planned expansion infeasible, because residents' monthly costs cover bundled healthcare, transportation, meals, and skilled nursing services rather than rent alone. Chair Adam Block said the continuing care business model warrants a different standard and that a binding memorandum of agreement between North Hill and the Select Board already commits the facility to affordable housing payments tied to the number of new units built. "We have an opportunity, it's not perfect, but we have an opportunity to improve our zoning that will address the unmet needs of a senior population," Block said. The board indicated it will pursue a comprehensive review of inclusionary zoning across all Needham districts within the coming year.
