Needham Rate Panel Backs Four Water and Sewer Options for Select Board Review

Needham's Water and Sewer Rate Structure Committee voted unanimously to forward four rate options to the Select Board ahead of a June 9 presentation. The committee, chaired by Harold Berger, settled on sewer proposals S1H and S1I, which would raise the quarterly sewer basic service fee from $13 to $19 and $17, respectively, each with 3 percent step increases and projected surpluses of $105,000 and $39,000, alongside water proposals W1B and W1F, the latter raising the water basic service fee from $16 to $19 per quarter. Staff member Dave noted that the MWRA assessment accounts for roughly 65 percent of total sewer costs and that 55 percent of Needham households now hold secondary meters.

The committee grounded its recommendations in a recurring finding: declining consumption erodes volume-based revenue while fixed infrastructure costs remain constant, making the basic service charge the more stable funding lever. The Select Board will choose one water and one sewer option from the four, with combinations including a version that raises only the sewer base fee and one that raises both.
