Needham Rate Panel Leans Toward 4 Percent Water Hike, Seeks More Sewer Options

NEEDHAM -- May 19, 2026, Needham's Water and Sewer Rate Structure Committee tentatively backed a split rate approach for fiscal year 2027 and directed its financial consultant to develop additional sewer scenarios before a June 1 follow-up session. The committee, chaired by Harold Berger, received analysis from its consultant showing the water enterprise fund must raise approximately $7.47 million and the sewer fund $10.54 million for FY27, with the final preliminary MWRA assessment for Needham set at $2,193,461. Members indicated support for water option W1B, raising primary meter rates 4 percent and irrigation meter rates 8 percent, producing an estimated $41,000 surplus, while flagging that the sewer fund's retained earnings are roughly $1 million below a comfortable level. "Running in the green $3,800 or $25,000, that's not much of a margin for error," one member said, prompting a request for sewer scenarios targeting a projected surplus of $100,000 to $250,000 through a combination of a higher basic service fee and modest step-rate increases. A well pump failure at the Charles River water treatment plant, requiring full replacement of the pump, motor, and variable frequency drive, is also driving increased MWRA water purchases and will affect fiscal year 2028 costs.
