NEEDHAM -- May 20, 2026, Needham's Tree Preservation Planning Committee finalized its Select Board presentation at what members called the group's last formal meeting Wednesday, May 20. The committee, which has worked since late March on a proposed tree preservation bylaw, approved minutes from its April 8 and April 29 sessions by unanimous roll-call vote and spent most of the two-hour session editing a roughly 15-slide PowerPoint. Key changes included moving a detailed fee-scenario calculation to an addendum, reformatting replacement-ratio language into a simpler visual formula, and adding street-level before-and-after photographs of a recently cleared Oak Street property from which a member reported 11 overstory trees were removed ahead of a teardown rebuild, a project that, under the proposed bylaw, could have triggered a mitigation fee well above $9,000. The committee also added a new implementation slide flagging unresolved questions about staffing, an enforcement process that may be tied to the building permit system, and the bylaw's intentional design to address only the most egregious clear-cutting situations at first. The chair cautioned members that a slot on the October Special Town Meeting agenda is not guaranteed given competition from the Pollard Middle School warrant article, with May Annual Town Meeting as the fallback.
