NEEDHAM — May 12, 2026 — Needham Select Board delays Envision Center road vote, approves quiet zone agreement and weights and measures overhaul. The board declined Tuesday to authorize moving forward with the Envision Needham Center Great Plain Avenue redesign, asking Director of Public Works Karis Lustig and Envision Working Group Vice Chair Justin McCullen to return with a direct written case for why the project represents the best use of roughly $13 million in Chapter 90 funds, given that the preferred four-lane configuration would leave the street's appearance largely unchanged. A town-wide survey of 2,750 respondents — about 11 percent of Needham adults — had shown 63 percent support for the four-lane option, but member Kathy Fagan questioned whether momentum rather than current need was driving the decision, while member Kevin Keane said he could not yet articulate a defense of the expenditure to constituents. In separate action, the board unanimously authorized Town Manager Katie Concemi to countersign a cooperation agreement with the MBTA on the railroad quiet zone — a step that follows Town Meeting approval the prior evening — and approved both a three-year renewal of the Norfolk County weights and measures Intergovernmental Agreement and a phased fee schedule update that raises annual program revenue from roughly $3,700 to approximately $9,300 by fiscal year 2029, the first increase since 1991; that fee schedule vote passed 3-2.
