NEEDHAM — The Needham Local Historic District Study Committee voted to adopt a preliminary study report for a James Smith House local historic district. The unanimous vote sends the report to the Massachusetts Historical Commission for a 60-day review, with a public hearing and eventual town meeting warrant vote to follow, likely in May. Members clarified that under town bylaw, the commission cannot review "interior arrangements or architectural features not subject to public view from a public way," meaning rear-of-lot work inside the district boundary largely escapes review.
The committee also adopted a new intake application form for future district petitions and said a second property, the 1823 Noyes-McIntosh House on Farnham Circle, has already drawn interest from a prospective petitioner, with members noting it "has the potential to be a much larger district." One member described the process as "a voluntary process" throughout, up to the final town meeting vote. A filing fee of $106 at the Registry of Deeds was also discussed, with members tabling a question about whether the town should ever subsidize that cost.
