Needham panel debates whether to shield an entire property or just a historic house from demolition. The Historic District Study Committee spent over an hour weighing whether a proposed local historic district for 178 South Street, the circa-1727 and 1810-1835 James Smith House, should cover the whole parcel or only the house's footprint, so a roughly 1960s detached garage could be excluded. "What is the downside of just declaring the footprint of the house rather than the entire property?
I don't see one," one member said, while another warned that carving out exclusions "becomes very difficult to control." The committee reached no vote, instead agreeing to meet directly with the owner, called Pam, before a Town Meeting vote members hope to reach as soon as January, pending a state 60-day review. Members approved the September 2 minutes and adjourned on a 3-0 roll call.
