Needham climate panel backs match funding for Linden Street flood study

Needham's Climate Action Committee unanimously backed a $27,837.50 town match toward a $278,000 state grant application to study chronic flooding on Linden Street. The MVP Action Grant, if awarded, would fund stormwater modeling of nearly 300 catch basins and design work to restore roughly 800 feet of stream behind Needham Housing Authority property, an area a 2024 flood study flagged as one of the town's 12 flooding hot spots. Staff also reported Needham was awarded $1,092,000 through a congressional earmark secured via Congressman Auchincloss's office for townwide stormwater upgrades, and amended a Climate Leader Communities grant request to $1 million to cover solar, heat pump and EV charger work at the Jack Cogswell Building.
Separately, the committee reviewed a draft tree preservation bylaw that would charge $300 per diameter inch of trees removed during major construction, crediting owners who save large trees, ahead of an October Town Meeting vote.
