Needham Commission Rejects RDA Path for Great Plain Avenue Home Addition
NEEDHAM — May 21, 2026 — Needham Conservation Commission votes unanimously to require a full wetland permit for a planned 700-square-foot home addition at 1490 Great Plain Avenue. Conservation Agent Deb Roper told the commission that the project exceeds the town bylaw's 500-square-foot threshold for the simpler Request for Determination of Applicability process and that approving the RDA path would leave the commission with no mechanism to verify construction controls or stormwater compliance. Chair Dave Herr noted the town's newly enacted stormwater bylaw creates additional obligations that must be codified in an Order of Conditions. The commission also voted unanimously to extend an existing Order of Conditions for a pool project at 14 Blacksmith Drive by two years, finding the older permit is grandfathered from the new stormwater standards. In a closing policy discussion, commissioners debated potential amendments to the town's wetland bylaw — including changes to the 50-foot no-disturb zone, test pit rules, and vernal pool protections — targeting the October Town Meeting, with new stormwater regulations expected before the Select Board on June 9.
