Needham Finance Committee Unanimously Approves Four Union Contracts Worth Over $800,000

NEEDHAM — April 22, 2026 — Needham Finance Committee unanimously clears four union contracts and a debt fund deposit but defers the $8.2 million quiet zone vote. Meeting with only six of nine members present on April 22 during school vacation week, the committee recommended collective bargaining agreements for the Needham Firefighters Union (71 positions, 4.34 percent average annual cost), the Needham Police Union (48 positions, 4.04 percent), police superior officers (three lieutenants, 2.75 percent), and building custodians and trades (57 positions, 3 percent for one year pending a classification study) — totaling slightly over $800,000 against a $1.3 million budget line. All four contracts sunset sick-leave buyback for employees hired after July 1, 2026. The committee also recommended a $500,000 appropriation to the town's debt stabilization fund — now at $2.5 million — with Finance Director Dave Davison citing the anticipated public middle school project as the reason to build the reserve proactively. Two large-house zoning articles (a maximum sidewall height rule and an average front setback requirement) were rejected unanimously, with members objecting to piecemeal review without a completed financial analysis. The $8.2 million quiet zone borrowing authorization received extended discussion — members questioned a 100 percent labor contingency driven by the MBTA's refusal to suspend train service during construction — but was held for a full nine-member vote at the April 30 session.
