Needham Finance Committee Recommends $4 Million Broadmeadow Stormwater Project for Town Meeting

NEEDHAM — April 8, 2026 — Needham Finance Committee endorses $4 million stormwater project, splits on disc golf study at lengthy warrant review. The committee voted unanimously April 8 to recommend a $4 million appropriation to convert the frequently flooded Broadmeadow Field into a vegetated water-storage basin, funded through $3.25 million in borrowing repaid by stormwater utility fees and $750,000 from the stormwater stabilization fund. The committee also unanimously backed a $1.44 million Elliott School playground renovation, a $50,000 Home Repair Grant Program renewal, and $125,000 in planning consulting funds for MBTA Communities design guidelines and large-house study work. On Community Preservation Act housing, members voted 7-2 against recommending a $50,000 disc golf feasibility study, with members arguing CPC reserves are nearly depleted and that a pickleball facility and action sports park identified as top recreation priorities have not yet secured construction funding. The committee deferred a vote on a zoning amendment that would allow North Hill senior living to add approximately 45 independent living units, asking for site renderings before deciding.
