Needham Planning Board advances building height bylaw toward October town meeting while deferring front-yard setback and attic rules. Acting Chair Adam Block led the July 7 session, directing staff to prepare draft language capping two-story side-wall height at 21.5 feet and flat-roof clerestory elements at 26 feet for new construction in the single-residence B district — changes the board said would address a pattern of three-story side walls on a small number of recently built homes. Builders Paul McGovern and Gary Losanto, both veterans of the large house review committee, called the height proposal "a great bylaw all around." A proposed front-yard averaging rule drew sustained criticism from board member Eric, who said it "feels like a solution in search of a problem" and would subject the entire SRB district to unintended administrative burden; the board found no consensus and will not advance the setback change for October.

A proposal to cap half-story attic space at 50 percent of the second-floor plate area was ordered into draft form but remains entangled in a broader floor area ratio debate slated for May 2027.
