MSBA board approves Pollard school project budget

Needham's building panel learns MSBA approved the Pollard Middle School project's scope and budget. Chair Richard Cream presided over joint sessions of the Permanent Public Building Committee and Pollard Middle School Building Committee, which also approved roughly $1.7 million in invoices and change orders for a DPW fleet facility, the Center at the Heights and the Newman theater project. Pollard Now advocate Kate Lindsmeyer told the panel the $80.6 million MSBA-reimbursed project is "the largest capital project in Needham's history," but Cream said ethics rules bar members from personally endorsing the Nov. 3 debt exclusion.

A finance official said financing assumes 4 percent short-term and 7 percent permanent bond rates, with the design capturing 84 percent MSBA-eligible space and roughly $1.6 million in projected annual operating cost increases phased in over several years.
